Council said no - overruledAbbots Langley, Hertfordshire

Abbots Langley said no. The Government said yes.

Three Rivers District Council refused a 96MW data centre on Green Belt land off Bedmond Road in January 2024. In May 2025 the Government overruled it. The detailed designs still have to come back to the council.

What we're asking for

To Three Rivers District Council: Ministers overruled Abbots Langley. When Greystoke comes back with its detailed plans, insist on the full design review, the promised country park and no extra generators.

Why local people are worried

96MWTwo data centre buildings, 20 metres high, beside the M25.
Green BeltAbout 31 hectares of Green Belt, which ministers treated as 'grey belt'.
NextDetailed designs must be submitted by about May 2028. That's the next chance to be heard.

It's approved. Here's what you can still do

The headline decision has been made, but conditions and detailed designs still need approval. Each is a chance to be heard.

  • Quote the reference: APP/P1940/W/24/3346061
  • Good planning grounds include: impact on the Green Belt or countryside, energy use and carbon, water supply, noise, traffic, wildlife and heritage. Developers' promises are not guarantees: ask for them to be made binding.

Comment on any reserved matters or condition-discharge application on the Three Rivers planning register; ask Three Rivers councillors to scrutinise the s106 and the conditions
